Unfortunately, this feature hasn't been able to be used by all users of iOS, because WhatsApp will release the update gradually for some time to come. If you don't see the feature, don't worry because WhatsApp has confirmed the presence of this voice call feature as stated in the most recent announcement in the App Store.

WhatsApp also ensures that the voice call feature can be used for free, even by people who chat from two different countries. But it certainly is not completely free, because to do the call you are still charged with Internet data fee, but of course it will be cheaper than using the cellular plan’s voice minutes.
